I have a sharpened criticism of Makin half written. But, yes, an enormous amount of difficulty is cause by pretending that the CofE is, ought to be, or ever could be some kind of centralised organisation.

Also - Makin seems to think that the CofE has to be centralised if safeguarding is ever going to be implemented properly. Good luck with that.
