Isn't 'preventative steering' what we used to call 'education' or 'socialization'? Seems the techies are trying to reinvent the wheel, and they'll never manage it.
I honestly don't know. It's maybe equivalent to some forms of socialisation, but others are much ore about punishing or correcting bad behaviour after it has manifested. "Preventive steering" reminds me of nothing so much as the tongue-tied lecture about the unspecified dangers of older boys which I was given in the last term of prep school before going to to a school full of se-starved adolescents.
